NOTRA was contracted by Canada Lands Company (CLC) to conduct a Phase 1 and 2 Environmental Site Assessment at Wolseley Barracks in London.
In Phase 1 of this project, NOTRA was responsible for:
Reviewing previous ammunition handling and management reports;
Conducting interviews with current and retired Department of National Defence representatives and/or other personnel familiar with the property;
Visiting archive museums and libraries as necessary;
Liaising with CLC representatives and appropriate stakeholders to determine the disposition of the property and the intentions for future development;
Analyzing aerial photos; and
Preparing a report with recommendations for intrusive investigations.
In Phase 2 of this contract, NOTRA was responsible for:
Conducting an electromagnetic survey;
Arranging for and conduct of borehole drilling;
Taking soil and water samples;
Arranging for the laboratory analysis of samples;
Testing for Benzene, Toluene, Ethylbenzene, Xylene/Total Petroleum Hydrocarbons (BTEX/TPH);
Digging several test pits and manually/electromagnetically screening the material which was removed;
Backfilling and compacting all test-pit locations;
Compiling and analyzing data obtained during the modified Phase II Environmental Site Investigation;
Developing and submitting a remediation strategy/plan.
Based on the results of NOTRA’s Phase 1 and 2 reports, Carling Heights Development Corporation purchased the property. The developer then contracted NOTRA to implement the recommended remediation strategy. Work included complete soil screening to natural grade (an average depth of six feet) to remove all contaminants including building debris and hazardous material. The project received full approval for redevelopment by the Municipal Regulators and insurance underwriters.
