Department of National Defence, CFB Borden, Ontario

During the summer of 2006 CFB Borden contracted a 12.5% Geophysical survey of five (5) training ranges. The intent was to determine the extent of property affected by Munitions and Explosives of Concern (MEC) and other range related materials. The final survey reports indicated the ranges surveyed are affected by moderate to heavy levels.  CFB Borden contracted NOTRA to reduce the potential hazards, to the extent possible within the limits of this contract, from five ranges or remove the hazard completely as future land use of the ranges would be for non-weapons ground force training which may include the construction of entrenchments and other defensive measures.  During the period 25 October 2007 to 14 November 2008, NOTRA conducted a UXO investigation and clearance within the range and training area of CFB Borden.  This was one (1) of several UXO investigations and clearance tasks for various ranges at CFB Borden.  The overall project goal was to reduce the potential hazards, to the extent possible within the limits of this contract, from various ranges or remove the hazards   The final objective of the project was to provide defendable documentation indicating the measures taken; including hard targets and firing points, visual clearances, detector-aided clearances, pit remediation, and/or associated geophysical requirements that were appropriate.  The following summarizes associated activities:

  • Geophysical Survey and analysis to identify anomalies indicative of potential MEC;
  • Reacquisition and Intrusive investigation to unearth anomalies carry out remediation activities to ascertain the nature of the anomaly to be MEC, Munitions Debris (MD), or Non-Munitions Debris (N-MD);
  • Blow in Place (BIP) of MEC that is considered un-safe to move;
  • Ensured targeted anomalies representative of MEC were detected and removed within the specified areas;
  • Inspect and verify all materials removed from the work areas are FFE and documentation is provided to the receiving depot;
  • Establish and maintain a Geophysical Soft Prove out site as detailed in DND Geophysical Specifications and Data Quality/Deliverables/Report Formatting/ Standards;
  • Produce a final report for each call up and tasking detailing survey and clearance activities results with findings and recommendations (Final reports were incorporated into a GIS for future use);
  • Developed and maintained a GIS for the use of DND/DCC personnel; and
  • Munitions scrap was certified as Free from Explosives (FFE) and was transported to designated location on the base, packaged and labelled in accordance DND standards.
