Support to the Joint Support Ship Project
NOTRA was sub-contracted by BMT Fleet Technology Limited to provide Project Management services in support of DND’s Project Management Office (PMO) for the Joint Support Ship (JSS) project.  The Joint Support Ship project office has been tasked to manage the acquisition of JS Ships and their support to the Department of National Defence (DND).
 

DND’s ultimate objective for the JSS project is to provide the Canadian Armed Forces with a number of modern, task-tailored, and globally deployable combat-capable ships.  The new ships will replace Canada’s existing fleet of aging Auxiliary Oiler Replenishment (AOR) vessels; and will be designed and built to accommodate future technological advances, and thereby ensure that changes in information, sensor and weapon technology can be accommodated over the period of their service life.  The JSS project will contribute to the development of a force structure that will satisfy both maritime and joint capability for the next 30 to 40 years.

 

NOTRA has been tasked to develop certain project approval documentation that will allow the PMO to reach the Preliminary Project Approval stage for DND and Treasury Board approval.  Specifically NOTRA has been tasked to develop a preliminary Project Management Plan (PMP) consisting of the following sub-plans:

  • Project Charter;

  • Integrated Project Management Systems Plan;

  • Risk Management Plan;

  • Plan and Strategy;

  • Project Communications Plan;

  • Systems Engineering Guidance Plan;

  • Project Quality Management Plan;

  • Project Integrated Logistics Support Plan;

  • Project Integration and Control Plan; and

  • Project Human Resources Management Plan. 

NOTRA’s efforts will assist the PMO in generating project management documentation that will enable DND to ensue fairness, visibility and clarity throughout the bidding process, as well as provide the management basis for placing definition and implementation contracts with industry.
