Canadian Coast Guard (CCG) Marine Communications & Traffic Services (MCTS) Tower, Building, and Site Works Assets Life Cycle Refurbishment Project
MCTS Fixed Site Assets, which are distributed among 22 MCTS centers and 186 remote (satellite) sites, are made up of four major categories including: Towers, Buildings, and Site Works. The CCG has been funded through the National Capital Spending Plan (NCSP) to refurbish its asset base to current operational use requirements. Ensuring that the CCG can effectively demonstrate that completed refurbishments satisfy these requirements is a challenge when multiple operational uses and services exist. The following summarizes some of the more significant work for which NOTRA has been contracted by CCG in support of its MCTS Assets:
  • Development of an MCTS Integrated Logistics Support (ILS) and Life Cycle Maintenance Management (LCMM) Plan and Strategy for MCTS Tower, Building, and Site Works assets;
  • Analysis of Tower asset refurbishment requirements and development of an associated project plan and maintenance program;
  • Analysis of Building & Site Works assets refurbishment requirements and development of an associated project plan and maintenance program;
  • Development of Standard National Technical Statement of Requirements (TSORs) for Towers and Buildings & Site Works assets;
  • Development of Departmental and associated Treasury Board (TB) project management documentation including Project Charter, Project Implementation Plan (PIP), Risk Management Plan, Communications Plan, Procurement Plan, etc. for two (2) Tower Refurbishment Projects and two (2) Building & Site Works Refurbishment Projects; and
  • Development of an Operational Statement of Requirement (OSOR) for MCTS sites.
