Management System Development, Implementation & Audit
In May of 2000, the Canadian Air Force made a commitment to implement an integrated Quality and Environmental Management System within its Aerospace Engineering and Maintenance community. The Air Force decided that this combined quality and environmental management system would be based on the internationally recognized ISO 9000 and ISO 14001 standards, and would be called the AF 9000 Plus system.

NOTRA was subsequently contracted to assist with the development and implementation of the AF 9000 Plus system within the Canadian Air Force’s Directorate of Aerospace Equipment Program Management (AEPM). The AF 9000 Plus system was to encompass all areas of engineering, maintenance, test and measurement and statistical analysis "from contractor to flight line", within the Aerospace and Maintenance community. NOTRA was contracted to complete five major taskings, over a contract period of ten (10) years. These included:

Task 1: AF 9000 Plus System Development.

Specific responsibilities included:
  • Researching existing AEPM documentation and policy reference material;
  • Evaluating and Assessing process information collected from the research and other sources within and external to the Department of National Defence, to determine applicability to the AF 9000 Plus system development;
  • Developing, Writing and Editing policy statements, AF 9000 Plus procedures and work instructions and AF 9000 Plus guidance material and plans;
  • Conducting familiarization briefings, presentations and meetings throughout the AF 9000 Plus system development and implementation;
  • Providing Subject Matter Advice to DGAEPM; and
  • Coordinating and monitoring AF 9000 Plus development progress.
Task 2: AF 9000 Plus System Implementation and Support.

Specific responsibilities included:
  • Assisting in the development of communication strategies and tools for the implementation;
  • Assisting in the development of a Continuous Improvement culture and mechanisms;
  • Developing AF 9000 Plus system training packages;
  • Assisting in the preparation of Internal Audit procedures and records;
  • Assisting in the AF 9000 Plus system, Management Review process; and
  • Providing Subject Matter expertise on the Integration of Environmental Management System (i.e. ISO 14001) elements into the existing Quality Management System (ISO 9000).
Task 3: Coordination of the AF 9000 Plus, Internal Audit Program.

Specific responsibilities included:
  • Developing and maintaining an internal audit plan;
  • Tracking, reporting and responding to internal audit findings;
  • Conducting internal audits; and
  • Reviewing, editing and maintaining all internal auditing procedures and work instructions.
Task 4: AF 9000 Plus System Investigation Support.

NOTRA assisted in the on going review, improvement and audit of all procedures and work instructions.

Task 5: AF 9000 Plus Documentation and Data Control Support.

Specific responsibilities included:
  • Assisting DAEPM personnel in investigating data base requirements in support of the AF 9000 Plus system; and
  • Developing improvements to the AEPM, AF 9000 Plus web site application.
The success of the AF 9000 Plus system within the Canadian Air Force’s Directorate of Aerospace Equipment Program Management, evidenced by compliance of the division's QMS to the AF 9000 Plus Standard in 2002, 2005 and 2008, clearly demonstrates NOTRA’s expertise in and methodical approach to the development and implementation of Management Systems.
