Junior Project Management Specialist Support to North Warning System (NWS) Transportation Section
NOTRA was contracted by the Department of National Defence to provide Junior Project Management Specialist support of the Directorate Aerospace Equipment Program Management (DAEPM) Radar & Communications Systems (R&CS) - NWS Transportation Section (R&CS 2-4) to assist in the daily activities of managing all Airlift, Sealift and Bulk Fuel Transportation requirements.

Specific services and responsibilities included: 

  • Assisting in the coordination of the NWS Airlift, Sealift and Bulk Fuel transportation activities, in compliance with ISO 9000 Standards, such as processing the Customer Service Requests and Third Party Support Requests in the Canadian Arctic;

  • Assisting in developing Statement of Work (SOWs) and Specifications in relation to transportation USAF, CCC and PWGSC contracting requirements;

  • Receiving, reviewing, inspecting, evaluating and consolidating bi-weekly transportation invoices from Fixed Wing and Rotary Wing Carriers for prompt furtherance to the appropriate authorities for certification and processing of payment;

  • Coordinating project management activities including financial, planning and contracting aspects;

  • Maintaining direct liaison with Canadian and American Government Transportation officials, Transportation Carriers and other contractors to resolve transportation related issues;

  • Attending recurring transportation related meetings and actively participates in USAF/NWS bi-annual airlift, sealift and bulk fuel delivery conferences;

  • Maintaining and updating two (2) active databases for expenditures;

  • Monitoring the issuance of transportation contracts with various contractors;

  • Assisting in conducting on-site operational reviews and processing of returned material (retrograde activities);

  • Assisting in coordinating Emergency Dispatch of Aircraft for personnel, equipment and supplies in support of Search and Rescue missions by balancing urgent service needs with strict cost control and available contracted flying hours;

  • Assisting the TA in all project related conferences and acts as a secretary during the conferences;

  • Liaising with the appropriate subject matter experts, using the applicable transportation references and documents; and

  • Assisting the TA with other related Project Management activities.
