Life Cycle Materiel Management Support for the Wheeled Light Armoured Vehicle (WLAV)
NOTRA was contracted by the Department of National Defence to provide on-going Life Cycle Materiel Management support to the Directorate of Armoured Vehicle Program Management (DAVPM 3), for the WLAV program. DAVPM 3 is the Office of Primary Interest for approximately 200 technical publications (maintenance manuals, operator manuals, illustrated parts lists, modification instructions, etc.) for the WLAV family of vehicles. The WLAV are the primary vehicle for overseas deployment.
Specifically, NOTRA is responsible for:
- Conducting engineering studies and analysis to provide technical solutions to stated technical/logistic or operational requirements/problems including preparation of Engineering Changes (EC);
- Defining standards and criteria related to equipment or systems maintenance;
- Preparing, modifying or updating specifications and drawings;
- Converting specifications and drawings to current standards or electronic formats;
- Preparing, modifying or updating Technical Instructions and Orders;
- Evaluating existing systems;
- Performing configuration management duties;
- Performing analysis of maintenance, repair and overhaul data;
- Investigating Unsatisfactory Condition Reports (UCR) and Technical Failure Reports (TFR);
- Assisting in preparing and processing Statement of Work (SOW), evaluation criteria, forecasts, specifications and contracts;
- Identifying sources of supply and liaising with contractors;
- Preparing life-cycle cost estimates;
- Preparing support cost option analysis for systems and equipment;
- Preparing technical statements of work, draft specifications and purchase descriptions; and
- Preparing data for initial provisioning and repair parts scaling.
